Police, HM Revenue & Customs and West Yorkshire Trading Standards officials seized 13,000 cigarettes from a house at Harp Inge in Dalton.
They then found a further 4,000 allegedly counterfeit cigarettes during a raid on HD International Food at John William Street.
A customs official said: “We discovered a compartment below the till that was being used to sell to customers.”
A man in his 40s has been arrested on suspicion of offences under the Trade Marks Act.
